From my understanding, the executioner that Pyramid Head came from was a worshiper of Xuchilbara. The original executioner participated in various religious cult practices, primarily the collection of prisoners for sacrifice. But this is only what Pyramid Head was based off of. The real Pyramid Head is from a painting/photograph that James viewed in the Historical Society. All of his knowledge about the original executioner went into the creation of Pyramid Head. So, essentially, the cult really is a small part of Silent Hill--James's mental state determines everything we see in SH2, and however much or however little attention he paid to the cult is reflected within the game itself.
Is this accurate?
And I believe the driving force of the town to be from the ancient Indian rituals. "The Book of Lost Memories," which is required for Rebirth ending. This is the ending in which the cult is most prevalent. Likewise, other cult items are required such as The Obsidian Goblet, the Crimson Ceremony, and the White Chrism. So, again, all of the knowledge about the cult from SH2 all relies on James.
Anyway, the driving force...
Somehow, the spirits pick up on James's mental state. Is that what is really happening in the story of Silent Hill?

The beauty of the withering flower and the last struggles of the dying man, they are my blessings. Xulchibara is an Angel that lives off of fear... as does God.
Thou shalt ever call upon me and all that is me in the place that is silent. James will call upon him in the Rebirth ending to resurrect Mary.
Oh, proud fragrance of life which flies towards the heart. Oh Cup which brims with the whitest of wine, it is in thee that all begins. So, you need the Goblet and the Chrism. I'm a believer that the White Chrism is PTV (hallucinogen), by the way.
